CPCL 2025 Annual Report

Over the last two years the Center for Post Carbon Logistics, Inc. (CPCL) has been working to develop regional near-zero emission maritime trade. Because of the headwinds of policy and disappearing funding for anything climate related from the federal government, we have pivoted to a strategy of seeking regional funding for a fleet of near-zero emission ships working the waterways of the Northeast US.

We are concentrating on the region to fund efforts to complete the fundamental work necessary for launching a near-zero emission merchant fleet – engineering, educating, and advocating for small vessels, small to mid-sized ports, first and last mile logistics, and workforce development to revive sustainable short sea shipping.

Charitable foundations, individual, and community support has enabled the CPCL to have the capacity to deliver on our mission to advocate for the rebirth and energy transformation of the American merchant marine and to address the climate, and supply chain impacts of merchant shipping.

Collaborating with strategic partners we compiled design requirements for appropriately sized vessels, multi-modal micro-containers capable of working with ships and cargo bikes, and light electric vehicles; designs for modular port infrastructure; and have begun to develop plans for work force development. We have published handbooks, presented at conferences, and aided other advocacy organizations, academics, and government agencies to bring maritime and last mile logistics to the broader transportation decarbonization discussion. This has allowed us to advocate for the building of both a regional merchant fleet that deals with the environmental, human health, and circular economic benefits inherent in moving goods and people by water in a climate constrained future; creating relationships with the region’s farmers, food processors and makers; and working with others to re/train future mariners, shipyard, and longshore professionals; and has enabled us to engage with for-profit and nonprofit colleagues to be a dependable and effective partner for change.
